HPRP operates the state-wide Veterans Legal Assistance Program (VLAP), providing free legal representation to veterans who are homeless or at risk of homelessness in claims for service-connected disability benefits through the VA and discharge upgrades. The VLAP is a pro bono program, and HPRP provides training, supervision, mentoring, and malpractice insurance to all volunteers in partnership with the Maryland State Bar Association Veterans’ Affairs and Military Law Committee, the Pro Bono Resource Center, and the University of Maryland School of Law.
